Onondaga County Industrial Development AgencyOCIDA
The Onondaga County Industrial Development Agency (OCIDA) created in 1970, in conjunction with the Onondaga County Office of Economic Development, is committed to assisting established industries and businesses expand their operation or to help new firms locate in Onondaga County. OCIDA has financed more than 190 projects for over 1 billion dollars in both tax-exempt and taxable financing. These projects have created or preserved over 26,500 jobs in Onondaga County.

Mission
To stimulate economic development, growth, and general prosperity for the people of Onondaga County by using available incentives, rights and powers in an efficient and cooperative manner.

Financing
OCIDA can assist with your project financial needs by issuing both taxable and tax-exempt bonds and by providing information on complementary financing such as fixed asset and working capital lending programs.

Tax Management
Qualified projects of OCIDA are eligible for sales, mortgage and real property tax exemptions. For real property exemptions, the direct payment in lieu of tax (PILOT) is an agreement between the Company and the Agency that contains a scheduled payment plan based on current tax rates and a mutually agreed project value, which produces an average net abatement of approximately 27% over a ten-year period.

Training
The Employee Productivity Program offers financial assistance for employer identified skill and productivity training for new industry or expansion. Matching grants up to $12,500 are available for production and first line supervisory personnel.

Infrastructure Support
Through our extensive array of resources, OCIDA can gain access to grants for projects that are part of an overall economic development plan to attract or expand a qualified project. Call the Onondaga County Office of Economic Development at 877-797-8222 or request further information.

Annual Reports
At the conclusion of the fiscal year ending June 30, OCIDA publishes an annual report describing the events of the year. Request a printed OCIDA Annual Report copy be mailed to you, or download a copy (674K) in PDF format.

In addition, OCIDA conducts an independent audit and submits a report to the New York State Office of State Comptroller. The Audited Financial Statement and the Comptrollers Report are available to download in PDF format.

Project Time Line
The Agency review, public hearing, and inducement process are to be completed within one year of the date of the submission of the application.

The transaction, either the bond closing or straight lease transaction, must be completed within two years of the inducement.

The Agency may elect to continue a component of a project by affirmative vote of the Agency prior to the expiration date.

Exceptions to this policy include projects that are proposed and initiated by the Agency and projects undertaken on behalf of a county, town, or village.

Agency Fees
There are a number of costs involved in IDA financing. In addition to the agency application fee of $500 the following administrative fee schedule applies:

Project Type Fee
Manufacturing Projects under $10 million .075% of the bond amount or project cost
Library Association Projects .075% of the bond amount or project cost
All other Agency Projects 1% of the bond amount or project cost

There are also fees involved that are the responsibility of the applicant

  • Bond Counsel- For projects involving the issuance of tax-exempt bonds, fees will vary with the complexity of the financial structure. Bond Counsel is responsible for preparing the financial/closing documents and also issues an opinion on the tax-exempt status of the bonds.
  • Agency Counsel - Each agency project requires the participation of Agency Counsel. Agency Counsel costs are the responsibility of the applicant from the time an application is submitted. Applicants are encouraged to discuss the type of project with Agency Counsel in order to determine the range of Agency Counsel costs.
