Below you will find information on incentives and financing for businesses located in or relocating to Onondaga County.  The Office of Economic Development and its partners offer loans, tax credits, grants, workforce training, process and productivity improvements, and special programs designed to make doing business here as efficient and profitable as possible.



Highlighted Incentives

Payment in Lieu of Tax (PILOT) Agreements

The Onondaga County Industrial Development Agency (OCIDA) and the Syracuse Industrial Development Agency (SIDA) offer PILOT agreements between a company and the appropriate agency that contain a scheduled payment plan based on current tax rates and a mutually agreed project value.  For OCIDA projects this produces an average net abatement of approximately 27% over a ten-year period. OCIDA also offers a Green PILOT that gives enhanced tax exemptions for buildings that are LEED certified.

Excelsior Program

The Excelsior Jobs Program provides job creation and investment incentives to firms in targeted industries, including; biotechnology, pharmaceutical, high-tech, clean and renewable technology, financial services, agriculture and manufacturing. Firms in these strategic industries that create and maintain new jobs or make significant financial investment may be eligible for up to four new tax credits: excelsior jobs tax credit, excelsior investment tax credit, excelsior research and development tax credit, and the excelsior real property tax credit.

Recharge New York Program

The 'Recharge New York' program gives New York businesses the ability to buy low-cost power and spend the savings on retaining and creating jobs. Under this program, companies may be awarded seven-year contracts for low-cost power based on capital investment commitments, job retention and creation, consistency with regional economic development council priorities, and other factors. Businesses participating in the program must also demonstrate a commitment to maximizing energy efficiency. The Recharge New York Power Program:
  • Provides 910 MW of power for participants in the program
  • Is supported by 455 MW of hydroelectric power, a clean, cost-effective and stable source of energy,and 455 MW of market power
  • Reserves at least 350 MW of the program for upstate businesses and institutions
  • Reserves at least 200 MW for business attraction and expansion
  • Reserves up to 100 MW for not-for-profits
